This is an original Twirl Barbie by Mattel, dated 1998. Now over 25 years old, she is part of the late 90s Barbie line that featured a special spinning waist mechanism designed to make her twirl and dance.
She has blonde hair styled in a short bob and comes dressed in a pink halter crop top with gold glitter detail and a blue and cream check mini skirt (this may not be her original outfit but suits her era perfectly). Her body includes the star-shaped pull cord at the back which still activates her twirling feature — the spin is more limited with age, though her torso still turns fully.
